Would you consider ac better than de ?

Once I've applied either ac or de deblocking, are there other filters that
can be applied to improve the quality further? Are results better if filters
are applied separately, or there's no difference if I apply them at once in
one pass?

Also, I'm assuming that deblocking improves as the video size decreases, for
lower bitrates... correct? I don't suppose it's possible to get good quality
video at 128Kbps with 352x240? I haven't had much luck. I mean, the video
quality is decent, but it's very blocky for the analytical eye.
