if you want good quality at 352x240 and 128kbps, try encoding with
snow. :) it's experimental though and the files you make won't be
backwards-compatible.

my real recommendation would be to drop to a more appropriate
resolution. 256x192 might work. i know i can get decent quality at
56kbps if i downscale to 128x96...
