Yes. I used avidemux and it kindly offers to remove it when you open a
packed bitstream file.  So it's really hard fail to remove it :) I went
through some of my other files and it seems quarter pixels are always
used in the files that have this problem.

So, any encoding tips for reencoding when just wanting to remove quarter
pixels?  So far I've used just vbitrate=whatever based on the file size
and length.
